PROBLEM TO BE SOLVED: To maintain stable cleaning performance by excellently removing a stuck foreign matter while restraining damage given to a cleaning roll. SOLUTION: A projected loosening member 144 provided in a casing 140 is provided to contact with/separate from a cleaning roll 100 for cleaning a charging roll 14 and made of sponge. The loosening member 144 is made to bite at the outer peripheral surface of the cleaning roll 100 and presses it partially when it approaches thereto. Since the foreign matter stuck to the cleaning roll 100 is loosened and its sticking force is weakened by the pressing of the loosening member 144, foreign matter discharging property is improved.
