PROBLEM TO BE SOLVED: To provide an inexpensive heat exchanger of high reliability having a structure capable of being easily manufactured while keeping high heat exchanging performance. SOLUTION: In this heat exchanger comprising first bases 10 provided with a group of slits 45 composed of slits A40, and slits B50 approximately in parallel with each other, and second bases 20 provided with slits C60 having the shape approximately same as those of the slits B50, and slits D70 having the total length longer than a length between the slits A40, the slits B50 and the slits C60 are made to communicate with each other, the plurality of first bases 10 and second bases 20 are stacked in a state that a projection between the slits A40 is included in the slits D70, a tube outer flow channel 90 is constituted of the slits B50 and the slits C60, and a tube inner flow channel 100 is constituted of the slits A40 and the slits D70, a heat exchanging portion composed of only tubes can be composed of bases provided with the slits, and easily manufactured.
