<P>PROBLEM TO BE SOLVED: To transfer moving video voice data even when a free space of recording and reproducing equipment of a receiving side is insufficient when the moving video voice data is transmitted. <P>SOLUTION: When the moving video voice data is transferred to another video recording and reproducing apparatus through a network (upload), re-encoding of the recording data (104) desired to transfer is carried out by a lower bit rate, and transfer is carried out at a size settled in a free space (108) which can save video recording and reproducing apparatus B (103).
