PROBLEM TO BE SOLVED: To solve the problem that a detection range/detection time have to be set, depending on the position of a monitoring camera, the position of video or switching of a monitoring camera, and precision in setting a detection range is low, and setting are complex, to readily detect the presence or the absence of an intruder and the location where intrusion is made even for a large-scale intruder-detecting system which detects intruders at factories, substations, airports or the like. SOLUTION: An intruder-detecting system is provided with a leakage transmission line 21 on the transmission side and a leakage transmission line 22 on the reception side, with these leakage transmission lines having a plurality of leak spots 21TH, 21TH, ..., 22TH, 22TH, ... which are dotted in the direction in which these leakage transmission lines are extended; an intrusion location detection function part 51 which detects the position, at which an intrusion is made by an intruder, from a state of each reception signal by leakage radio waves at each leakage spot in a receiving circuit on the reception side; and a detection table 521 which associates detectable intrusion locations with the detection areas. The system outputs the result of detection, if intrusion location detection information in the intrusion location detection function part 51 corresponds to a detection area in the detection table 521.
