The holding device includes a belt element (1) going at least partly round a part of the bicycle and possibly able to be tightened. There is a fixing device to fix the belt element to part of the bicycle and to hold the built-on component or accessory. The fixing device is in the form of a fixing element (2), able to be connected to the belt element in such a way that the belt element passes at least part of the way round the component or accessory, possibly fitting in two or more cutouts (3, 5, 6) of the belt element.
