Provided are a novel Lysobacter enzymogenes C-3 strain and a novel Chromobacterium sp. strain C-61 having the chitin decomposition capability and the plant diseases controlling activity. And provided is a plant diseases controlling agent using the same strain which shows the disease controlling effect as high as an organic synthetic pesticide with requiring small cost and effort, so that it is used for controlling Sphaerotheca fusca, downy mildew, phytophthora blight, ginseng anthracnose, leaf spot, damping off and gray mold. The Lysobacter enzymogenes C-3 strain having activity against plant pathogens is deposited as a deposition number of KACC 91200P. The Chromobacterium sp. strain C-61 having activity against plant pathogens is deposited as a deposition number of KACC 91199P. The plant diseases controlling agent comprises at least one of the Lysobacter enzymogenes C-3 strain and the Chromobacterium sp. strain C-61. The method for mass-culturing the strain comprises a step of inoculating either the Lysobacter enzymogenes C-3 strain or the Chromobacterium sp. strain C-61 into a culture medium including 1 liter of distilled water, 1.0-11.0g of chitin, 0.1-1.0g of (NH4)2SO4, 0.12-1.2g of KH2PO4, 0.1-1.0g of K2HPO4 and 0.06-0.6g of MgSO4.7H2O and then culturing it.
