PROBLEM TO BE SOLVED: To reduce the eluting amount of hexavalent chromium when cement milk with a high water-powder ratio is used, and generate a sufficient water retentivity while reducing the eluting amount of hexavalent chromium when the cement milk is used for water retention such as water retentive pavement.

SOLUTION: The cement composition contains cement, fine powder of blast-furnace slag, ferrous sulfate, and zeolite. Preferably, the zeolite of 50-160 pts.wt. is mixed vs. the cement of 100 pts.wt.
