PROBLEM TO BE SOLVED: To improve recognition accuracy of a similar character by performing characteristic extraction focused on a part important for recognition of an input image. SOLUTION: This device comprises a partial area characteristic quantity calculation part for calculating, for an inputted pattern image, each characteristic quantity of a plurality of partial areas set uneven numerically in the whole image area, a characteristic vector generation part for generating a characteristic vector of the input pattern from the respective characteristic quantities of the plurality of partial areas calculated by the partial area characteristic quantity calculation part, and a pattern identification part for performing identification of the input pattern using the characteristic vector outputted from the characteristic vector generation part.
