PROBLEM TO BE SOLVED: To provide a controller of a battery module for effectively inhibiting battery cells from being degraded even if temperatures in the battery cells are fluctuated. SOLUTION: The controller of the battery module comprises a plurality of the laminated battery cells, the battery module mounted to a vehicle, a voltage detecting section for detecting a voltage of the battery module, and a HV_ECU for controlling a charge and a discharge to/from the battery module and charging the battery module when the voltage of the battery module becomes a control lower limit voltage value Vmin. The HV_ECU discharges the battery module until the voltage detected by the voltage detecting section becomes the control lower limit voltage value Vminwhen an activation of the vehicle is sensed.
