PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of uniforming particles irregularly depositing on the surface of a photoreceptor to suppress electrifying irregularity and maintaining excellent image characteristics for a long period of time, and to provide an image forming method using the apparatus. SOLUTION: In the image forming apparatus, in which an electrifying means, a developing means, a transfer means and a destaticizing means are sequentially arranged around an electrophotographic photoreceptor, the electrifying means is a contact type electrifying means, a uniforming means for uniforming particles on the surface of the electrophotographic photoreceptor is arranged between the electrifying means and the destaticizing means, the uniforming means comprises a conductive brush in contact with the surface of the electrophotographic photoreceptor and a reciprocating means to reciprocate the conductive brush in a direction orthogonal to the rotation direction of the electrophotographic photoreceptor, and a value expressed by ¾ω/ω<SB>1</SB>¾ is controlled to≥0.5, whereinωrepresents an angular velocity of circular motion corresponding to the above reciprocation andω<SB>1</SB>represents an angular velocity of the electrophotographic photoreceptor when it is rotated.
