<P>PROBLEM TO BE SOLVED: To reduce unsettled value for area construction, and to prevent an excessive consumption by a user. <P>SOLUTION: This server for providing service outputs electronic money information, provided that settlement processing for settling total amount of a charge value and a value for area construction is completed, when charge request information is transmitted from a mobile terminal for the first time after area construction information is output to a requesting side mobile terminal, and prohibits (steps S218, S233, S236) an output of the area construction information, provided that construction frequency according to registration request information from the mobile terminal reaches a prescribed frequency (YES in step S216).
