PROBLEM TO BE SOLVED: To prevent toner sticking to the surface of the non-magnetic plate of a layer thickness regulating blade from being easily scattered out of a developing device to outside. SOLUTION: The developing device 2 includes: a housing 4; a developing sleeve 30 supported by the housing 4; a stationary permanent magnet 32 disposed within the developing sleeve 30; and the layer thickness regulating blade 40 disposed on the housing 4 so that its leading edge face is located with an empty space left from the peripheral surface of the developing sleeve 30. The layer thickness regulating blade 40 is composed of a superposition body formed from a magnetic plate 40A disposed upstream of the developing sleeve in the direction of its rotation and the nonmagnetic plate 40B disposed downstream of it in the direction of the rotation.
