PROBLEM TO BE SOLVED: To solve the problem that, when there are many segments into which a coding frame is divided, a spectrum of a bandwidth which is reduced when coding is performed from the spectrum of a predetermined bandwidth which is wrapped by a coding audio signal is generated, and power consumption is increased, as a processing amount for adjusting a gain of the spectrum generated for each segment is increased. SOLUTION: Based on the number M of segments which is wrapped by the coding audio signal in the coding frame, and a band expansion data E1 for each segment, a unified band expansion data E2 are generated by unifying sequentially adjoining two segments or more, by a segment unifying means 8, and the number of segments is reduced when adjusting the gain of the spectrum.
