PROBLEM TO BE SOLVED: To provide an efficient judging method for judging the inductivity or evasiveness in a substance. SOLUTION: A test part for testing a sanitary harmful insect, a treatment part wherein a holder of a substance to be examined is arranged on a sheetlike or filmlike base material and a reference substance holder for holding a substance showing inductivity or evasiveness different from that of the substance to be examined, or at least one kind of a reference part wherein a base material itself not holding a substance capable of showing inductivity or evasiveness, are provided to the outer peripheral part on the same plane as the test part. The area of the treatment part within the range, which is surrounded by a circle having an arbitrary radius on the plane from the center point of the test part, and the area of the reference part are equal to each other. A capturing part comprising a member, which controls the behavior of the insect having passed through the reference part from the test part and that of an insect capable of being discriminated from the insect having passed through the reference part, is provided to the outer peripheral part of the treatment part and the reference part. A plurality of insects are tested at the same time in the test part of the judging device of the inductivity or evasiveness of the substance to be examined, and the inductivity or evasiveness is judged on the basis of the number of the insects having passed through the part above the treatment part or the reference part after standing to reach the capturing part.
