PROBLEM TO BE SOLVED: To provide a belt manufacturing apparatus and a belt manufacturing method, restraining movement or meandering of a belt within in a polishing range in polishing the surface of the belt. SOLUTION: In this belt manufacturing apparatus, a cylindrical belt 3 is stretched by at least two rolls 1, 2 to polish the surface of the belt. The apparatus includes: detecting means 10a, 10b, 20a, 20b for detecting the movement in the belt width direction caused by rotation of the belt 3; displacing means 30a, 30b, 31 for displacing at least one of rolls 1, 2 in a predetermined direction; and a control means 40 for controlling the displacing means 30a, 30b, 31 to control the travel of the belt 3 according to the detection results of the detecting means 10a, 10b, 20a, 20b.
