A torque converter for a hybrid electric vehicle is provided to maximize lubricating performance and improve cooling efficiency by arranging a clutch and a lock-up clutch in the same space. A center shaft(2) receives driving force from an engine. A clutch(1) is coupled with the center shaft in order to transfer or block the driving force of the engine. A damper(4) is coupled with the clutch in order to absorb circumferential shock. A front cover(5) is rotated by the driving force transferred through the clutch. A rotor hub(3) is coupled with the front cover and transfers the driving force. An impeller(7) is coupled with the front cover in order to be rotated. A turbine(9) is positioned at a position facing the impeller and transfers the driving force to the transmission. A stator(11) is installed between the impeller and the turbine in order to change a flow of oil from the turbine to the impeller. A lock-up clutch(13) is used for coupling directly the spline hub connected with the front cover and an input shaft of the transmission in order to transfer directly the driving force to the transmission.
