PROBLEM TO BE SOLVED: To provide a method for manufacturing a rubber member for a tire which reduces the internal residual air in the rubber member by a strip winding technique. SOLUTION: This method for manufacturing a rubber member for a tire is to manufacture the rubber member for the tire, integrated in the form of a plurality of superposed layers, which is obtained by helically winding a ribbon-like unvulcanized rubber strip around a near-cylindrical element. The helical torsional direction of a first rubber strip for forming a first rubber layer inside in the radial direction through a helically winding process and a second rubber strip for forming a second rubber layer by helically winding the second rubber strip outside the first rubber strip, and the axial center winding direction, are identical.
