PROBLEM TO BE SOLVED: To realize effective use of a time slot without inserting unwanted guard time. SOLUTION: A mobile communication system uses a frame, which includes the same number of continuous downward time slots as that of two or more continuous upward time slots. A base station device 30 used in the mobile communication system includes a time slot allotment unit 37 for allotting a time slot set, which is made up of a pair of upward time slot and downward time slot in a frame, to each channel; and an upward time slot non-use channel specifying unit 39 for specifying the channel using no upward time slot, out of one or more channel to which the time slot set is allotted by the time slot allotment unit 37. In the time slot allotment unit 37, the upward time slot constituting the time slot set, which was allotted to the specified channel, is allotted to a channel other than this channel.
