PROBLEM TO BE SOLVED: To provide a boundary monitoring system by identifying an invasion to a warning network (security network) through the use of operations of passive sensors installed at boundaries of a closing monitoring area as a trigger to thereby generate immediately response abnormality occurrence information. SOLUTION: The boundary monitoring system X is provided with: a map database; a group of monitoring cameras 1; a recording apparatus 3; an image input apparatus 4; a group of passive sensors 2; a control section 6; a touch panel 7; and a monitoring console 5, wherein the control section 6 is functionally constituted of: a sensor searching section 61; an abnormality judgment section 62; a map data display section 63; a monitoring camera selection section 64; a video switching section 65; an image composite section 66; and a monitoring camera operation section 67. The touch panel 7 includes an environment control operation means 71 for carrying out a control output operation of a system environment associated with the change of monitoring readiness, and the monitoring console 5 is provided on its panel face with a plurality of monitors (51, 52, 53, 54) sharing display contents to thereby partitionally configure: constant monitoring video image display sections 51, 52; a scramble compatible live video image display section 53; and a scramble compatible map video image display section 54.
