<p><P>PROBLEM TO BE SOLVED: To provide a moving image reproducing device which does not impose a psychological load on a user when data to be received can not be received and information lacks, and information such as an IDR picture for refreshing the decoding operation of a decoder can not be received for a long period of time. <P>SOLUTION: When a decoding part 19 can not normally decode and reproduce a moving image, a substitutive moving image generation part 22 receives a refresh image from the point of that time, generates a substitutive moving image until a decoding operation is restored and outputs the generated substitutive moving image to a display part 23.
