PROBLEM TO BE SOLVED: To provide a bearing testing device and a bearing testing method, capable of precisely and simply reproducing and evaluating decline of a bearing lifetime caused by brittle separation in a ball bearing having an inner ring as its fixed ring. SOLUTION: A stationary shaft 4 being set in the inner ring 5a of a test bearing 5 whose inner ring 5a, outer ring 5b and ball 5c are made of a conductive material, and a rotary shaft 7 having a tubular section at its end in which the outer ring 5b is set, are made of a conductive material, and a voltage is applied across the stationary shaft 4 and the rotary shaft 7 made of the conductive material. While bringing current to flow in the test bearing 5 through the stationary shaft 4 and the rotary shaft 7, the outer ring 5b is rotated in such the condition that the test bearing 5 is loaded by an endless belt 10 tightened by a pulley 8a mounted on the rotary shaft 7, whereby the decline of the bearing lifetime caused by the brittle separation can be precisely and simply reproduced and evaluated in the test bearing 5 having the inner ring 5a as its fixed ring.
