PROBLEM TO BE SOLVED: To provide a carbon dioxide fixing panel having a surface for effectively fixing carbon dioxide in the atmosphere and facilitating the arrangement of material with a superior design function in a desired region. SOLUTION: An external facing panel arranged on the surface of a structure is formed by arranging an external facing material 14 on the surface of a carbon dioxide fixing concrete molding 12 obtained by hardening a concrete composition containing water, cement, an admixture and aggregate, having a surface layer part provided with pores with a diameter of 10-200μm or cavity holes with cross sections of the same diameter at 0.05-10 vol.% and fixing carbon dioxide in the atmosphere in the surface layer part.
