PROBLEM TO BE SOLVED: To prevent the degradation of a skin caused by a volatile organic compound generated in a foamed urethane layer and to surely take preventive measures against the scattering of the organic compound. SOLUTION: The foamed urethane layer 7 is molded integrally between the resin-made skin 3 and a substrate 5 to form a panel component member 1. A communication hole 15 making the foamed urethane layer 7 and the back of the substrate 5 to be communicated with each other is formed in a substrate 3. An adsorption member 25 adsorbing the volatile organic compound generated in the foamed urethane layer 7 is set on the back of the substrate 5. The communication hole 15 is surrounded in a range wider than its periphery by the adsorption member 25, and a closed space 31 is formed between it and the back of the substrate 5.
