A radio transmitter includes: n (n is an integer not smaller than 2) transmission antennas; a transmission circuit control unit for allocating a chunk for each terminal according to the reception quality reported from a terminal and reporting a phase control report signal which decides whether to perform phase control on the chunk; and a transmission circuit unit for performing phase control on the n transmission antennas according to the phase control report signal and giving a delay to obtain an optimal transmission diversity effect among a plurality of transmission diversity effects.
