<P>PROBLEM TO BE SOLVED: To provide a water-based ink composition for ballpoint pens, which can prevent the ink from hanging or dipping from a ballpoint tip, has good dryness resistance, and has an excellent writing performance, to provide a ballpoint refill having the water-based ink composition therein, and to provide a ballpoint pen. <P>SOLUTION: This water-based ink composition for ballpoint pens comprises at least water, a colorant, a water-soluble organic solvent, and a resin emulsion having an average particle diameter of 0.1 to 10 μm, and has a viscosity of 1 to 20 mPa s and a shear-thinning index of 0.9 to 1.0.
