A descending lifeline installing stand is provided to enable a user to easily hang a hook of a descending lifeline to a ring of a second rotation support by installing first and second rotation supports on a rotation support board. The descending lifeline installing stand includes a rotation support board(10) installed on a wall and having a shaft pipe(13) equipped with a first fastening bolt(12), a first rotation support(20) rotatably installed on the shaft pipe of the rotation support board in the range of a specified angle at one end portion thereof and having a second fastening bolt(21) formed on the other end portion thereof, and a second rotation support(30) rotatably installed on a hinge pipe(22) of the first rotation support at one end portion thereof and having a ring(31) formed on the other end portion thereof. The rotation support board consists of an installation plate, a shaft hole(15), and the shaft pipe.
