An apparatus and a method for operating ATM(Asynchronous Transfer Mode) cell buffers in UTOPIA(Universal Test and Operations PHY Interface for ATM) interfaces are provided to minimize a loss of ATM cells due to the insufficiency of ATM cell buffer capacity by sharing ATM cell buffers of each UTOPIA interface in case of using an IMA(Inverse Multiplexing for ATM) function through an IMA chip in an Iub interface. An IMA chip, if an operator selects a UNI(User Network Interface) mode, works in the UNI mode(510,515). In case the operator selects an IMA mode, the IMA chip sets up an IMA group in order to work in the IMA mode(520). A port in UTOPIA interfaces shares all the ATM cell buffers of the UTOPIA interfaces. In other words, as 512 ATM cell buffers allocated to each UTOPIA interface are used in UTOPIA interface port #0(525). UTOPIA interface port #0 processes inputted ATM cells by using the total of 8192 ATM cell buffers(530).
