A remote controller for a control center and a monitoring image recording apparatus capable of communicating with the same are provided to conveniently set values to be set up in the monitoring image recording apparatus in a remote place. A command input unit(73) receives a user command. A display unit(76) displays state data according to an operating command. One or more USB(Universal Serial Bus) ports(71) connect with an external device. A USB controller(72) controls data transmission and reception with the external device through the USB ports(71). An ethernet controller(77) performs data exchanging operation through the connector(78). A control unit(74) accesses data recorded in the external device through the USB ports(72), and transmits the accessed data together with a processing command to one or more monitoring image recording apparatuses designated by a user.
