An OFDM(Orthogonal Frequency Division Multiplexing) transmitter, a system and an encoding method for removing an ICI(InterCarrier Interference) are provided to reduce a bit error rate without a specific circuit to measure a specific channel by removing the ICI without measuring the channel. An OFDM transmitter includes an ICI removal coding unit(110), an IFFT(Inverse Fast Fourier Transform)(120), and a protection section adding unit(130). The ICI removal coding unit(110) has a surplus symbol generation unit(111), and a multiplexing unit(112). The surplus symbol generation unit(111) generates a surplus symbol vector which multiplies QO or QE by an input symbol vector. The multiplexing unit(112) multiplexes the input symbol vector and the surplus symbol vector. The multiplexing unit(112) generates a coded symbol vector and transmits the generated symbol vector to the IFFT(120). The QO and QE are respectively represented as following equations: QO=-(SEPICISO^T)^-1SEPICISE^T, QE=-(SOPICISE^T)^-1SOPICISO^T.
