A hybrid artificial reef is provided to prevent pollution of a sea environment by using an environmental-friendly material, and to create an ecological environment suitable for various species of fish including shellfish by helping insertion of seaweed. The hybrid artificial reef includes: a lower part(110) having a polygonal shape; an upper part(120) having a polygonal shape with relatively smaller size than the lower part; and a connection part(130) for mutually connecting the lower part and upper part at a certain interval. The lower part has plural first horizontal members(111) having an inner space and a vertical section that both end parts of upper surface are closed and other area is opened, and plural blocks(112) made of an environmental-friendly material and serially fitted in the inner space of the horizontal member. The lower part is configured by connecting the first horizontal members in a polygonal shape.
