A method and a device for generating a license are provided to variously protect contents according to a usage range of contents by determining the usage range based on usage restriction information and generating the license according to the determined usage range. A membership expiration term is set to a domain. A user requests usage of the contents. License generation time of the requested contents is checked. It is checked whether the license generation time is expired or not. The contents are encrypted by using a content key and the content key is encrypted by using a domain key corresponding to a domain(712). The license includes the information indicating that the contents are available in the domain, the content key, time information of the license, ID information of the domain, and usage rule information of the contents.
