<P>PROBLEM TO BE SOLVED: To enable only a customer who has regularly purchased merchandise to use the patinent merchandise. <P>SOLUTION: In this ID information issuing system 100, when the merchandise code of traded-in merchandise is input, an ECR 1 updates sales data corresponding to the input merchandise code, and connects through a communication network N to a server 2 of a maker, and transmits merchandise sales information including the input merchandise code to the server 2, and makes the issue request for ID information and a password to a customer who has purchased the traded-in merchandise. When receiving the merchandise sales information from the ECR 1, the server 2 judges whether or not the sold merchandise is regular merchandise based on the received merchandise code, and when the pertinent merchandise is regular merchandise, the server 2 issues the ID information and the password, and transmits them to the ECR 1 of the transmission origin of the merchandise sales information.
