PROBLEM TO BE SOLVED: To provide a method for controlling data transmission, which enables data transmission from a data transmitting device to a data receiving device safely while maintaining a predetermined protocol. SOLUTION: A data transmission system 1 has a data transmitting device 2 for transmitting encrypted data, data receiving devices 3a, 3b and 3c to which encrypted data are distributed from the data transmission device 2, a satellite line 4a used for transmitting data from the data transmitting device 2 to the data receiving devices 3a, 3b and 3c, and a two-way communication path 9 which is also used for transmitting data from the data receiving devices 3a, 3b and 3c to the data transmitting device 2 and whose data transmission capacity is smaller than that of the satellite line 4a. The satellite line 4a is used for transmitting the encrypted data from the data transmitting device 2 to the data receiving devices 3a, 3b and 3c.
