PROBLEM TO BE SOLVED: To provide a technology for improving a prediction efficiency between resolutions in hierarchical decoding applied to video images.

SOLUTION: An extract section 109 divides a bit stream and outputs the divided bit stream to a base layer decode section 110, a high resolution estimate signal restoration section 111 and an enhancement layer decode section 112. The high resolution estimate signal restoration section 111 decodes the bit stream to obtain a parameter for restoring a high resolution estimate signal, uses the parameter to restore the high resolution estimate signal from a base layer decode signal and outputs the restored signal to the enhancement layer decode section 112. The enhancement layer decode section 112 receives the bit stream obtained from the extract section 109 and the high resolution estimate signal outputted from the high resolution estimate signal restoration section 111, decodes the bit stream, and decodes a signal with a spatial resolution of an original video signal by using the signal obtained at the bit stream decoding and the high resolution estimate signal.
