PROBLEM TO BE SOLVED: To provide a technology for improving a prediction efficiency between resolutions in hierarchical encoding applied to video images.

SOLUTION: A spatial decimation section 104 applies spatial resolution decimation to a video signal and uses a base layer encode section 105 to encode the signal whose spatial resolution is decimated and to generate a bit stream. A high resolution estimate signal generating section 106 generates a high resolution estimate signal from a base layer local decode signal. An enhancement layer encode section 107 uses the input video signal and the high resolution estimate signal to execute encoding with prediction. A multiplexer section 108 multiplexes the respective bit streams obtained from the base layer encode section 105, the high resolution estimate signal generating section 106, and the enhancement layer encode section 107 to generate one bit stream.
