PROBLEM TO BE SOLVED: To provide a reliable stator of a rotating electric machine and its manufacturing method that prevent the loss of corona-shielding layers arising from a partial discharge that occurs to a boundary between the outermost periphery of main insulation layers to the ground and the corona-shielding layers, while securing good resin impregnating capability. SOLUTION: The stator is provided with stator coils 3 comprising a main insulation layer 5 to the ground mounted in slots 2 of a stator core 1 and arranged on the outside periphery of coil conductors 4, and the corona-shielding layer 6 arranged on the outside periphery of the main insulation layer 5. The corona-shielding layer 6 has a compound tape 20 formed by integrally bonding a conductive tape 22 which is made by applying or impregnating a conductive material on an insulation base material formed with woven cloth of inorganic fibers or non-heat-shrinkable high-polymer fibers or unwoven cloth, and a mica layer 21.
