PROBLEM TO BE SOLVED: To provide a cleaning device, etc. capable of properly cleaning the surface of an image carrier, in such a structure where an image carrier reverse rotates in order to maintain the cleaning performance of a cleaning blade. SOLUTION: A toner recovery section 19 is provided with a housing section 191; an upper seal member 192 which is fixed to the housing section 191, so as to be brought into contact with the surface of a photoreceptor drum 11; and toner-retaining Mylar (R) 193 in which a slit 193a is formed. The residual toner, scraped from the surface of the photoreceptor drum 11 by the top end portion 18a of a cleaning blade 18, is retained in an area A surrounded by the surface of the photoreceptor drum 11, the top end portion 18a of the cleaning blade 18, the sealing member 193 and the toner-retaining Mylar 193.
