PROBLEM TO BE SOLVED: To provide a composite material for arranging granular substances capable of simply arranging granular substances such as pebbles and securing spaces excellent in visibility among the granular substances in particular, and its manufacturing method. SOLUTION: The composite material 1 for arranging granular substances has a structure wherein a plurality of granular substances 5 are fixed on one surface of a netted body 3. The netted body 3 has a shape with four-rotational symmetry, and the peripheral edge of the netted body 3 has a wave-formed peripheral edge 6 having a contour of a recessed part 6a and a protruded part 6b formed alternately. When the netted bodies 3 are arranged vertically and transversely, the mutual recessed and protruded parts are engaged with each other by one wave-shaped peripheral edge 6 and the other wave-shaped peripheral edge 6 at a joint portion of the netted bodies 3 to form a curved joint. Furthermore, the granular substances 5 are arranged in a mold having obstacles arranged at a specified concentration to be dispersed in positions avoiding the obstacles, and fixed to the netted body 3 in that state.
