PROBLEM TO BE SOLVED: To provide structural steel which can reduce manufacturing costs and enhance manufacturing efficiency, and a steel structure. SOLUTION: Since a splice plate 1 is used for a part which does not yield to external forces of snow, an earthquake, a wind, etc., the steel forming the splice plate 1 does not require deformation performance after a yield, so that chemical components to be added can be reduced. This enables a reduction in material cost. Since an ironmaking process can be simplified, the manufacturing costs can also be reduced. Since the yield ratio of the splice plate 1 is set at 90% or more, a heat treatment step can be simplified for high-efficiency manufacture. Since the elastic range of the splice plate 1 is long because it is formed of high-strength steel, it can be more surely prevented from yielding. Additionally, since plate thickness can be reduced, the reduction of the cost can be promoted by decreasing the total mount of the steel, and the working efficiency of transportation and construction can be also enhanced.
