PROBLEM TO BE SOLVED: To provide a low molecular polyorganosilsesquioxane having high compatibility with an organic solvent and having very few silanol groups and narrow molecular weight distribution, and to provided a method for producing the polyorganosilsesquioxane. SOLUTION: The polyorganosilsesquioxane has 500-20,000 weight-average molecular weight (Mw) measured by gel permeation chromatography and expressed in terms of standard polystyrene, and molecular weight distribution (Mw/Mn) within a range of 1.0-3.0, and comprises recurring units represented by formula [1] and [2] and a terminal group represented by formula [3], wherein silicon atoms in formula [1] and bonded with 3 oxygen atoms are≥70 mol%, silicon atoms in formula [2] and bonded with 2 oxygen atoms and 1 hydroxy group are≥30 mol% and silicon atoms in formula [3] and bonded with 1 oxygen atom and 2 hydroxy groups are≤1 mol%.
