PROBLEM TO BE SOLVED: To provide a particulate plant vitalizer having suitable form, particle size and the like for mechanical spreading, and efficiently producible by a simple method. SOLUTION: The plant vitalizer with cover comprises a particulate obtained by forming a cover layer on a particulate (D) to be covered, which cover layer comprises a specific compound (A) having plant-vitalizing activity, an emulsifying/dispersing agent (B) and a water-soluble vehicle (C), wherein the plant vitalizer with cover comprises a particulate having a structure in which the compound (A) is dispersed in the cover layer as oil drops.
