PROBLEM TO BE SOLVED: To reduce noise occurring in the formation of a water fine particle. SOLUTION: A power applying part 3 applies voltage between an atomization electrode 4 and a counter electrode 7 in one electrostatic atomizing part 2a and after a prescribed time is elapsed, applies the voltage between the atomization electrode 4 and the counter electrode 7 in another electrostatic atomizing part 2b. By shifting the voltage applying timing in this way, in a time zone in which the sound pressure from the electrostatic atomizing part 2a is increased, the sound pressure in the electrostatic atomizing part 2b is decreased, and inversely, in a time zone in which the sound pressure in the electrostatic atomizing part 2a is decreased, the sound pressure in the electrostatic atomizing part 2b is increased, so that the the frequency of the noise becomes two times. As a result, the frequency of the noise becomes low to the sensitivity of human ears or equal to or above an audible frequency to reduce the noise level sensed by human being.
