<p><P>PROBLEM TO BE SOLVED: To provide a decoding apparatus capable of effectively storing data without requiring a frame memory for pre-filter data to be used for intra-prediction. <P>SOLUTION: Post-filter data are stored in a frame memory but in that case, these data are sequentially stored so as to remain one column and one row of right and lower sides of pre-filter data of one block. Thus, in addition to post-filter data required for inter-prediction, pre-filter data for intra-prediction for the next block are made remaining in the frame memory.
