PROBLEM TO BE SOLVED: To automatically update a registration-management telephone directory in an in-plant radio telephone network, and to distribute the telephone directory at a registered user terminal. SOLUTION: Portable terminals 10 decide a communicable base station by positional information, transmitted by a radio base station 20. When the portable terminals 10 can communicate with the radio base station 20, users with the portable terminals 10 register the information of the portable terminals 10 to a database. The radio base station 20 deletes the telephone directories in the portable terminals 10 via a radio public network 50 after a fixed time passes, after the portable terminals 10 have been placed outside the communication area of the radio base station 20, and the registrations of the portable terminals 10 are deleted from the database. The radio base station 20 broadcasts differential telephone-directory information to each portable terminal 10, registered in the database in a server 40, with a fixed periodicity.
