PROBLEM TO BE SOLVED: To provide a priority order controller capable of making judgment at high speed even when the judgment is made by a combination of a plurality of information items. SOLUTION: The priority order controller judges the priority order of the information items stored in a reception buffer on the basis of a set of identification information items of apparatuses stored in a storage means. Then the priority order controller extracts the information whose priority is discriminated higher and the identification information of the apparatus corresponding to the information from the reception buffer and outputs the identification information and the information to a discrimination means.
