PROBLEM TO BE SOLVED: To provide an SNMP network management system for improving security of a device to be managed which is connected to a global network via a relay device having an address conversion function, when the device is managed with a monitoring device on the global network by using an SNMP. SOLUTION: The device to be managed is provided with a connection control unit for controlling opening/closing of an SNMP port while executing processing regarding a management start INFORM request, which includes an equipment identifier and a management effective time, and a management start INFORM response. The monitoring device is provided with a connection information storage for storing connection information and a state value of the device to be managed, a timer for measuring a designated time; and a connection management which changes the connection information in the connection information storage when receiving the management start INFORM request, and also, generates the management start INFORM response while measuring the management effective time by using the timer.
