PROBLEM TO BE SOLVED: To provide a magnetic recording medium for recording/reproducing high density information by optimizing material of soft magnetic films forming a backing layer and a base film, and to provide a manufacturing method and a magnetic recording and reproducing device therefor. SOLUTION: In a vertical magnetic recording medium (A) having at least the backing layer (a), a base film 5, an intermediate layer 6 and a vertical magnetic recording film 7 on a non-magnetic substrate 1, the soft magnetic films 2 and 4 constituting the backing layer (a) are composed of a CoAl alloy or a CoFeAl alloy which has an amorphous structure and whose saturation magnetic flux density Bs is≥1.1(T).
