PROBLEM TO BE SOLVED: To provide a video recording and reproducing apparatus which makes it possible to perform reproduction operation of a play list including a title for which video recording is not completed. SOLUTION: The video recording and reproducing apparatus is provided with a recording medium video-recording a title and a means reproducing the title from the recording medium based on the play list, and the video recording and reproducing apparatus is characterized in that when the title being a candidate of reproduction in the future is registered to the play list when video recording is reserved using information of a video recording data situation provided in the play list for each title. The above video recording and reproducing apparatus is also characterized in that entry of the tile for which video recording is already reserved and the video recording is not completed for the play list can be performed.
