PROBLEM TO BE SOLVED: To reliably remove both discharge products and residual toner on an image carrier surface from the surface as to a cleaning device which is employed for an electrophotography system of a copying machine, facsimile equipment, a printer, etc., removes remaining materials such as residual toners and an image forming apparatus equipped with the same cleaning device. SOLUTION: The cleaning device is equipped with two rolls 151 and 152 which polish a surface 11a of an image carrier 11 by rotating with peripheral surfaces 151a and 152a in contact with the surface 11a after a toner image is transferred to a transferred surface 30. The one roller 151 between the two rollers 151 and 152 has particles of 5 to 150μm in particle size dispersed and arranged on its peripheral surface, and the other roll 152 has particles of 5 to <30 nm in particle size dispersed and arranged on its peripheral surface.
