PROBLEM TO BE SOLVED: To solve a problem in a conventional manually-operated sluice opening/closing device wherein only small operating force is acquired due to slow opening/closing speed because of hand operation, which forces an operator to perform distressing work for a long time to open a sluice. SOLUTION: A manual mechanism using arm force is changed into a pedal type mechanism using pedaling force. The opening/closing speed is thereby increased, and operating force is also increased to facilitate manual operation. Even a sluice of a scale conventionally compelled to be an electric type because a manual type is unpractical, can be changed into a pedal type to attain practical opening/closing operation.
